STATE AID SCHEME ESTABLISHED BY GD 807/ 2014 WITH SUBSEQUENT AMENDMENTS AND ADDITIONS
The main coordinates of this funding programme are as follows:
- The investment must have a total value, without VAT, of at least 4.5 million lei, i.e. the equivalent of about 1 million euro
- The state aid value:
▪ maximum 37.5 million Euro for the North-West, Central, North-East, South-East, South-Muntenia, South-West Oltenia regions
▪ maximum 26.25 million Euro for the West and Ilfov regions,
▪ maximum 7.5 million Euro for Bucharest
- Maximum State aid intensity: 50% of the eligible expenditure amount for the North-West, Central, North-East, South-East, South-Muntenia, South-West Oltenia regions; 35% for West and Ilfov, 10% for Bucharest
- Eligible beneficiaries: start-ups or businesses in activity, both SMEs and large enterprises
- Eligible expenditure: Construction of new buildings; rental of buildings; the purchase of new technical installations, machinery and equipment; intangible assets.
Upgrading existing buildings and equipment replacing is not eligible.
- The proposed investment must be an initial investment.
Initial investment means setting up a new unit, expanding the capacity of an existing unit, diversifying the production of an existing unit or a fundamental change in the overall production process within an existing unit.
The scheme is open at the moment.
Financing agreements may be issued by 31.12.2023.
STATE AID SCHEME ESTABLISHED BY GD 332/2014 WITH SUBSEQUENT AMENDMENTS AND ADDITIONS
The main conditions for granting the aid:
- Under the scheme, is financed up to 50% the wage expenditure recorded over a period of 2 consecutive years as a result of new jobs creation.
- The maximum level of State aid that a company can receive for wage costs is based on the region in which the project is implemented, thus:
▪ maximum 37.5 million Euros for the North-West, Center, North-East, South-East, South-Muntenia, South-West Oltenia regions
▪ maximum 26.25 million Euros for the West and Ilfov regions,
▪ maximum 7.5 million Euros for Bucharest
- Jobs must be created as a result of an initial investment. The initial investment means setting up a new unit, expanding the capacity of an existing unit, diversifying the production of an existing unit or a fundamental change in the overall production process within an existing unit.
- The investment must lead to the creation of at least 100 jobs.
- The enterprise can start the investment and can create jobs only after the registration of the Application for financing agreement at the Ministry of Public Finance, not before.
The scheme is open at the moment.
Financing agreements may be issued by 31.12.2023.
The call PROOF OF CONCEPT – De minimis aid scheme to support SMEs to develop innovative conceptual models in the areas of smart specialisation under the Regional Operational Programme 2014-2020
The main objective is to support small and medium-sized enterprises carrying out specific innovative activities, with the main aim of demonstrating functionality and verifying a particular concept of product, service or process, in the areas of smart specialisation, which can be carried out and placed on the market, demonstrating the completion of the stages of technological maturity from level 3 to level 4 or 5 and the conclusion of partnerships with the aim of continuing the research carried out through the funded project with a view to developing the conceptual model or reusing the assumptions considered within the project for the development of a new innovative conceptual model.
- Eligible beneficiaries are companies or cooperatives that fall into the category of small and medium-sized enterprises and that have been active for at least one full fiscal year.
- The amount of non-reimbursable funding requested for a project must be a minimum of 25,000 euros and a maximum of 200,000 euros.
- Own contribution: minimum 10% of the value of eligible expenses.
- The categories of eligible expenses are:
- Expenses with endowments, which include the purchase of:
▪ Technological equipment, machinery, work installations, computer equipment, office equipment, under condition to be fixed assets,
▪ Machinery and equipment that do not require assembly, as well as technological transport equipment ,
▪ Specific equipment for energy savings, as well as systems that use alternative renewable energy sources to streamline the activities for which it has applied for funding,
▪ Expenses with intangible assets that include the following categories:
▪ Technical knowledge, patents, usage rights, licenses, trademarks, computer programs, other rights and similar assets, strictly necessary to achieve the project objectives and develop the innovative conceptual model,
▪ Expenses for obtaining and validating industrial property rights,
▪ General administration expenses,
▪ Consulting expenses,
▪ Salary expenses,
▪ Information, communication and advertising expenses,
▪ Expenses with the audit purchased by the beneficiary for the project,
▪ Expenses with services.

Competitiveness Operational Program 2014-2020, Priority Axis 2, Action 2.2.2. Digitalization of SMEs
The main conditions of this funding program are as follows:
- Eligible applicants:
▪ SMEs (micro-enterprises, small enterprises, medium-sized enterprises) seeking financing for the purchase of IT&C equipment and services needed for digitalization of their current activity
- The value of the non-reimbursable financing:
▪ minimum 30,000 euros and maximum 100,000 euros
- Maximum aid intensity:
▪ 90% of the eligible value of the project
- Eligible expenses through this financing line:
▪ purchase of ICT hardware, devices and related equipment (including installation, configuration, commissioning costs), justified in terms of project implementation;
▪ acquisition and/ or development and/ or adaptation of software applications/ licenses necessary for project implementation, databases configuration and implementation, migration and integration of various existing data structures, including RPA software automation solutions, respectively Robotic Process Automation;
▪ acquisition of cloud and SaaS services, respectively Software as a Service;
▪ procurement of cybersecurity services applicable to software/ hosting/ networks;
▪ expenses for carrying out LAN network necessary for the project implementation;
▪ purchasing a company presentation website; purchasing/ renting a new domain name, the electronic signature solution; purchasing specific IT applications for people with disabilities, IT solutions for e-commerce;
▪ expenses for converting archives from analog/ folders/ paper to digital indexable;
▪ consulting services for the preparation of the necessary documentation for the project proposed for financing and/ or project management;
▪ consulting/ analysis services to identify the technical solutions that SMEs need;
▪ expenses related to the training of the staff that will use the implemented/ purchased products and of the staff that will ensure the maintenance.
- Location of project implementation: in all development regions: Center, South-East, South Muntenia, North-East, North-West, West, South-West Oltenia and Bucharest-Ilfov.

ELECTRIC UP – PHOTOVOLTAIC PANELS AND ELECTRIC CHARGING STATIONS
The Electric Up Program provides non-reimbursable financing of up to 100% for the installation of photovoltaic panels and charging stations for electric vehicles.
The main coordinates of this program are the following:
- Eligible applicants:
▪ SMEs (micro, small, medium sized enterprises) and HoReCa economic operators
- The amount of the non-reimbursable financing: maximum 100,000 euros.
- Maximum aid intensity: 100% of the eligible value of the project
- The main types of eligible expenses:
▪ acquisition of the photovoltaic panel system with installed power of minimum 27 kWp and maximum 100 kWp, for the production of electricity necessary for own consumption
▪ purchase of at least one recharging station of at least 22 kW for plug-in hybrid electric and electric vehicles, with at least two charging points
▪ expenses with the design, obtaining the necessary approvals, installation and commissioning of the photovoltaic panel system and recharging stations
▪ consulting and project management expenses
▪ 30% of the expenses with the purchase of storage batteries (maximum 30% of the installed power value of the photovoltaic panels), optional.

Obtaining the title of Industrial Park according to the Law no. 186/2013 regarding the establishment and operation of industrial parks
The industrial park represents a delimited area where economic activities, scientific research, industrial production and services, capitalization of scientific research and/ or technological development are carried out, in a regime of specific facilities, in order to capitalize on the human and material potential of the area.
The Ministry of Development, Public Works and Administration, through the General Directorate of Public Administration, is the specialized body of the central public administration that has attributions in the field of industrial parks.
Industrial park facilities
The title of industrial park gives the administrator and the residents of the park the right to the following facilities:
a) exemption for the payment of taxes levied for the modification of the land destination or for the land removal from the agricultural circuit – for the land related to the industrial park;
b) exemption for the payment of the land tax, corresponding to the land related to the industrial park;
c) exemption for the payment of the building tax, corresponding to the buildings that are part of the industrial park infrastructure;
d) exemptions, only with the consent of the local public authorities, for the payment of any fees due to the local budgets of the administrative-territorial units for the issuance of any urbanism planning certificates, building permits and/ or building demolition permits for the land and buildings in the park infrastructure, which are an integral part of the industrial park;
e) other facilities that may be granted, according to the law, by the local public administration authorities.
The facilities provided above are granted by the administrative-territorial units, in compliance with the conditions provided in one of the following schemes from the Order 2980/2013:
a) Scheme for granting de minimis aid for investments made in industrial parks;
b) Regional state aid scheme to support initial investments made in industrial parks.
The period for which the title of industrial park is requested is at least 10 years, with the possibility of extension.
The title of industrial park is issued to the park administrator based on the order of the Minister of Development, Public Works and Administration.
The title of industrial park is valid for the land, the infrastructure of the industrial park and for the period expressly established by the order of the Minister of Development, Public Works and Administration.
